Bill Overview
Analyzed Economic Effects
4 provisions identified: 4 benefits, 0 costs, 0 mixed.
AI/AN Maternal Health Study
If enacted, the Secretary would hire an independent research group or Tribal Epidemiology Center within 90 days to study maternal deaths and serious pregnancy problems among American Indian and Alaska Native people. A 12-member panel, chosen from Tribal nominations to represent each IHS service area, would guide the study. The study must cover causes, community stories, care settings, mental health, social factors, and policy recommendations. A final report would be due to Congress within 3 years, and the bill authorizes $2 million for each of FY2027–2029.
Grants to Minority-Serving Institutions
If enacted, HHS would award grants to research centers and health programs at minority-serving institutions to study maternal health for racial and ethnic minority groups. The Secretary could use up to 10 percent of funds for outreach and application help. Grantees must report on activities, and HHS must send an annual report to Congress starting one year after the first award. The bill authorizes $10 million per year for FY2027–2031.
Standardize Maternal Data and Measures
If enacted, HHS (through CMS and AHRQ) would convene stakeholders and review State, Tribal, and facility data collection and maternity care quality measures and report to Congress within 1 year. The review must examine death certificate timing, EHR demographic fields, public reporting by hospitals and birth facilities, barriers to linking outcomes with race and ethnicity, bias trainings, social determinants, and data-sharing limits. The bill would also add clear definitions for maternity care providers and perinatal health workers, define postpartum as one year, and include mental health and substance use in severe maternal morbidity. The section is authorized "such sums as may be necessary" for FY2027–2030.
Stronger Maternal Review Committees
If enacted, the bill would fund State, Tribal, and Urban Indian maternal mortality review committees to boost inclusive community membership, outreach, training, and public reporting. Committees would be encouraged to prioritize members who add racial, geographic, lived-experience, and nonclinical diversity. Grants must support statewide or Tribal outreach and HHS must provide technical assistance. At least $1.5 million each year would be reserved for Indian Tribes, Tribal organizations, or Urban Indian organizations, and the bill authorizes $10 million per year for FY2027–2031. Committees would also, to the extent practicable, review severe maternal morbidity with current indicators and review deaths up to one year after pregnancy from suicide, overdose, and mental health or substance use disorders, and consult local community groups.
