New checks for duplicate federal programs

This bill would require the Government Accountability Office (GAO) to check each bill or joint resolution reported by any committee for the risk of creating a new duplicative or overlapping federal program, office, or initiative. If the risk is warranted, GAO would identify the new feature's name, the bill section that creates it, and the prior GAO duplication report showing the overlap. GAO would send that information to the Director of the Congressional Budget Office and to the committee that reported the bill, and GAO would publish the information on its website. The CBO Director would be able to add GAO's duplication findings as a supplement to the CBO estimate for the bill and could submit that supplement later if GAO provided the information after the estimate was sent. The amendment would take effect on the earlier of two dates: 60 days after the OMB Director next updates the website required under section 1122(a) of title 31, or the date a new Congress begins after one year from enactment.
