Show full summary
  • Farmers, ranchers, agricultural workers, and families: The study would map availability and barriers to care, including financial, geographic, and cultural obstacles, and recommend best practices that could be scaled at the Federal level.
  • Rural providers and services: It would assess provider availability in rural areas and options to expand telehealth, train clinicians in agricultural communities, build paraprofessional certificate programs, develop youth curricula, and run outreach to reduce stigma.
  • Program funding, collaboration, and report: The study would evaluate the feasibility of funding 6 reimbursable therapy sessions through the Farm and Ranch Stress Assistance Network, require consultation with Federal and State agencies and stakeholders, and deliver a report to congressional agriculture committees within 180 days.

*If funded, it would authorize $1.0 million per year for FY2026–2029 (about $4.0 million total), increasing federal spending by that amount.*

Study of farm and ranch mental health access

If enacted, the Secretary of Agriculture, acting through the Director of NIFA, would conduct a study on access to addiction and mental health care for farmers, ranchers, agricultural workers, and their families affected by drought, extreme weather, commodity market instability, consumer-targeting misinformation, and related factors. The study would examine rural availability of providers and services, financial, geographic, and cultural barriers, and best practices such as provider training, cultural competency, telehealth, outreach, coordination, and youth curricula. It would also evaluate the feasibility of funding six reimbursable therapy sessions through the Farm and Ranch Stress Assistance Network. The Secretary would consult Federal and State agencies, mental health and agricultural organizations, must report findings to House and Senate agriculture committees within 180 days after enactment, and Congress would be authorized to appropriate $1,000,000 per year for fiscal years 2026 through 2029 to carry out the study.
