More international authority for futures regulator
If enacted, the bill would broaden which foreign bodies count as a foreign futures authority. It would include foreign governments and law enforcement bodies. It would also include central banks, ministries, agencies, and local government bodies that oversee futures, options, swaps, or commodities. It would change CFTC rules to cover "futures, options, swaps, or commodities" instead of only "futures or options." It would also add the word "prosecutes" to the agency's authority. The bill would let the CFTC accept services, funds, facilities, and staff help from U.S. agencies. It would let the CFTC temporarily assign staff to and accept staff from foreign regulators under written agreements. Foreign staff assigned to the CFTC would follow CFTC ethics and conflict rules and could not hold management jobs. Any reimbursements for foreign details could be cash or in-kind and would be credited to the CFTC's appropriation account.
