Limits federal use of foreign-made robots
If enacted, this bill would restrict executive agencies from using certain ground robots made or assembled by companies tied to listed foreign nations. The bill would define covered foreign entities by reference to 10 U.S.C. 4872(f), include firms domiciled in those nations or controlled by those governments, and cover robots, their payloads, and external control devices. Beginning one year after enactment, the bill would bar agencies from operating covered unmanned ground vehicle systems and would bar federal funds from buying or operating them. Heads of DHS, DOD, State, and DOJ could exempt a purchase or use if they decide it is in the national interest for narrow purposes (research, testing, cybersecurity, counter‑terrorism, protective missions, or investigations) or if the system can no longer send or receive data to a covered foreign entity and poses no cybersecurity risk.
