Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Faster commercial launch approvals and access

If enacted, the bill would speed FAA actions so commercial space and hypersonic operators can use U.S. airspace more often. The FAA would immediately waive 14 C.F.R. 450.101(c) for reentry vehicles until a final rule is published. The FAA would start rulemaking within 30 days, publish an ANPRM in 3 months, a proposed rule in 6 months, and a final rule within 1 year. The Secretary would report to Congress in 90 days on actions and resources to raise annual launch and reentry cadence. The FAA could hire qualified aerospace experts into its commercial space office within 30 days and must brief Congress on that hiring within 45 days.

Limits on foreign space research partners

If enacted, the bill would bar the Departments of Commerce and Transportation from doing space-related research or development with certain foreign actors. The ban would cover any 'entity of concern', any 'foreign business entity' tied to a country of concern, and any listed 'foreign country of concern'. The bill would add or reference statutory definitions agencies must use to decide who is excluded from partnerships.
