Volume II Transparency Act of 2026
Sponsored By: Representative Cohen, Steve [D-TN-9]
Introduced
Summary
Requires public release of Volume II of the Special Counsel’s report within seven days. This bill would direct the Attorney General to post Volume II on the Department of Justice website and allows redactions in three narrow categories: witness names and identifying information when the witness did not aid or abet the described criminal offense, victim names and identifying information when tied to a described criminal offense, and national security or other information whose disclosure would harm security. The Attorney General may later release national security redactions if they determine it is in the public interest. The bill relies on a broad override of other laws and does not provide new funding.

Public release of Special Counsel report
If enacted, this bill would require the Attorney General to publish Volume II of Special Counsel Jack Smith’s report on the Justice Department website within 7 days after enactment. The Attorney General would be allowed to redact: national security information that would harm security; the names and identifying details of victims identified with crimes in the volume; and the names and identifying details of witnesses who did not aid or abet the crimes described. The bill would override other laws that might block publication. The Attorney General could later make national-security redactions public if the Attorney General decides it is in the public interest. The bill would not provide new funding.
