Loan guarantees for emergency power projects
If enacted, the bill would reserve at least $20 billion of guaranteed loan principal for projects that serve facilities ordered to generate power under a Federal Power Act section 202(c) emergency order. The Energy Department would have to solicit section 1706 loan-guarantee applications when it issues a 202(c) order, and must solicit applications within 60 days for orders already in effect on enactment. The bill would treat facilities required by a 202(c) order as having "ceased operations" for section 1706(a)(1) eligibility. It would also extend the Department's loan-guarantee authority and the availability of funds through 2032.
