- Families and drivers: Exporting U.S.-produced gasoline would be barred during those price-trigger periods. That changes how much domestically produced gasoline can leave the U.S. while the trigger is active.
- Refiners and exporters: Companies shipping gasoline classifiable under HTS 2710.12 would face export limits during trigger periods. The President may exempt specific exports if they are consistent with the national interest.
- Executive branch: The President can set terms and conditions and grant exemptions needed to carry out the law's purposes. The statute's definitions and the HTS 2710.12 classification determine when the prohibition applies.

Temporary ban on U.S. gasoline exports
If enacted, the President would be required to ban exports of gasoline made in the United States during periods of high U.S. gasoline prices. The ban would begin on any day when the U.S. average gasoline price has been at least $3.12 per gallon for each of the prior seven days. The ban would end on the next day when the U.S. average price has been less than $3.12 per gallon for each of the prior seven days. The rule would apply to gasoline classifiable under HTSUS subheading 2710.12. The President would be able to exempt exports he finds consistent with the national interest and set terms and conditions. This would take effect upon enactment.
