More export help for businesses
This bill would boost export-control compliance help for U.S. businesses, especially small and medium firms. Every two years the President would send Congress a plan for counseling, trainings, and company-specific compliance assistance. The plan would have Commerce provide counseling on filings and identifying controlled items, plus reviews of company compliance plans and follow-up on license conditions. The Secretary would host an annual "Update Conference on Export Controls and Policy" listed on the BIS website and open to the public. Before major new rules, the Bureau of Industry and Security would carry out public and industry outreach explaining the rule's intent and implementation. The annual report would add counts and average processing times for Advisory Opinion and Commodity Classification requests, and list how many redacted general advisory opinions were posted.
