Faster export licenses for businesses
This bill would require the Commerce Department's Bureau of Industry and Security to decide and notify applicants of export license decisions within 90 days of submission. If no decision is made by 120 days, the agency would have to tell the applicant the application's status, explain the delay, and request any additional information. The bill would require licensing officers with relevant subject matter expertise to play an essential role in every license review. It would also require an initial report within 90 days after enactment covering the prior year and quarterly reports afterward with counts and processing times by country, ECCN, and action type, and it would require the Comptroller General to start an audit within 90 days and deliver a public report within one year on bottlenecks and timeliness.
