Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Earlier wage and self-employment reporting

If enacted, employers and payers would have to send wage and self-employment information to the Social Security Administration by January 31 each year. The SSA would have to give that data to the IRS by January 31 of the year after the wages relate. For calendar year 2026 only, SSA would use best efforts to provide 2026 data to the IRS by Jan. 31, 2027. The bill would also require information returns under part III to be filed by Jan. 31 and would bar extensions for those returns. These rules would apply for tax years starting after Dec. 31, 2025.

Pre-filled tax forms you can download

If enacted, the Treasury would offer a program letting you download your 1040, 1040A, and 1040EZ pre-filled with information reported to the government. The IRS would make reported return information available within 15 days after it receives it. Downloads would be both a printable file and a computer-readable file for tax software. A demonstration server must be ready by Oct. 31, 2026, and a secure download function for those forms would be available by Feb. 15, 2027 and each year after. Before downloading, you would have to acknowledge you remain responsible for accuracy and must verify all data. These rules would apply for tax years starting after Dec. 31, 2025.
