Three F-14 jets for Huntsville museum

If enacted, the Secretary of the Navy would be allowed to convey three F-14D Tomcat aircraft (Bureau Numbers 163283, 164602, and 159437) to the U.S. Space and Rocket Center Commission in Huntsville, Alabama by conditional deed of gift. The Commission would pay all costs for conveyance, restoration, operation, and maintenance, and the Secretary could transfer the aircraft in as-is condition. Before conveyance, the Secretary would provide any F-14D operations manuals and excess Navy spare parts the Secretary deems necessary to restore or display the planes. The planes would be allowed only for public static display, airshows, or commemorative events and must not retain weapons-launching or combat capability. The Commission would have to follow FAA rules and federal export-control laws, and ownership would revert to the United States if the Commission transfers a plane without approval or violates the terms. After conveyance, the United States would not be liable for death, injury, loss, or damage from use of the aircraft by anyone other than the United States.
