Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

More YouthBuild funding and targeting

This bill would authorize YouthBuild grants for FY2027–FY2032 with these yearly amounts: $159.5 million (FY2027); $167.5 million (FY2028); $175.9 million (FY2029); $184.7 million (FY2030); $193.0 million (FY2031); and $203.6 million (FY2032). In any year when the amount appropriated for YouthBuild is greater than $125,000,000, the Secretary would reserve 20 percent of the portion above $125,000,000 for grants to rural areas and for programs serving Indians, Alaska Natives, or Native Hawaiians. The bill would therefore increase and target funding for YouthBuild nationally and to rural and tribal communities.

Employer-led YouthBuild job partnerships

This bill would create a new YouthBuild Employer Partnerships grant program. The program would be funded at $20 million per year for each fiscal year FY2027 through FY2032. Grants would go to consortia made up of a YouthBuild provider and a public or private employer in the same State, region, or local area, with priority given to joint labor‑management apprenticeship partnerships. Applicants would need to submit a local employer needs assessment, list partners, describe planned uses of funds, and include an evaluation plan.

YouthBuild meals, benefits, and supports

This bill would allow YouthBuild grant funds to pay for meals and other food assistance when provided with another YouthBuild activity. It would let program staff inform participants about and help them apply for means‑tested benefits, including SNAP and child care help under the Child Care and Development Block Grant. The bill would also allow YouthBuild funds to pay supportive services so people with disabilities can fully take part in programs.

Easier grant rules and data access

This bill would let YouthBuild grant recipients use part of their YouthBuild funds to meet certain matching requirements under the National and Community Service Act when used consistent with subsection (e)(3). The Secretary would be asked to publish YouthBuild funding opportunity announcements at the same time each year, to the greatest extent practicable. The Secretary would consult with YouthBuild operators at least once a year when setting performance goals. States receiving YouthBuild grants would have to help program operators access participant wage records for program needs while preserving privacy protections.
