New SBA help for Pacific businesses

This bill would require the SBA to create a new 8(a)-style program for small businesses owned and controlled by residents of Guam, American Samoa, and the Northern Mariana Islands. The program would provide the same types of assistance the SBA gives disadvantaged small businesses. The SBA would not be allowed to set any net-worth eligibility limit. Only firms with their principal place of business in those territories, at least 51% owned by Pacific territories residents (or 51% stock for public firms), with management and daily operations controlled by those residents, and whose owners can show residency for the prior 10 years would be eligible. If enacted, the program would take effect upon enactment.
