Sponsored By: Representative Owens, Burgess [R-UT-4]

Introduced

Summary

Transfers federal land to the Utah National Guard for Camp Williams training and readiness. This bill would authorize the Secretary of the Army to convey three specifically described parcels in Lehi, Utah to the Utah National Guard, subject to any easements, restrictions, and covenants of record and to a survey satisfactory to the Secretary to determine exact acreage. The conveyance would include a reversion provision if the land is not used for Guard training, allow the United States immediate entry and a hearing on that determination, and require Utah to pay conveyance and administrative costs except for environmental remediation.

Convey land to Utah National Guard

If enacted, the Secretary of the Army would convey three parcels of federal land in Lehi, Utah to the Utah National Guard. The conveyance would be subject to any easements, restrictions, or covenants of record and the exact acreage would be set by a survey the Secretary finds satisfactory. The State of Utah would have to pay or reimburse the Secretary for administrative and real estate due-diligence costs to carry out the conveyance, but not for environmental remediation, and the State could not use Federal funds to pay those costs. If the State paid more than necessary in advance, the Secretary would refund the excess. If the Secretary later determines the land is not being used for Guard training and readiness, title could revert to the United States and the United States could have immediate entry after a determination on the record following a hearing. The Secretary could add other terms to protect U.S. interests.
