Sponsored By: Representative Underwood, Lauren [D-IL-14]
Introduced
Summary
This bill would protect maternal and perinatal health from climate change by funding local responses, training health professionals, and coordinating federal research. It focuses on risks that hit pregnant people, new mothers, and infants hardest and on racial and geographic disparities.
Show full summary
- Families and vulnerable pregnant people would gain local support through competitive grants to identify and reduce climate-related health risks. Grants could pay for direct financial help, housing, cooling and weatherization, evacuation and transportation assistance, and mental health counseling in high-risk counties.
- Health professions and students would get new training money to add climate-risk identification, counseling, mitigation, and bias and disparities training into curricula and continuing education. These education grants would total about $5 million for FY2027–FY2030.
- Researchers and public health systems would get a coordinated NIH consortium to set research priorities on climate risks to birthing people and infants, focus on data gaps and disparities, and publish findings for policymakers and communities.
*Would authorize $105 million in appropriations for FY2027–FY2030 for the two grant programs.*

Climate help for pregnant people and babies
If enacted, HHS would set up a competitive grant program to protect pregnant people, those within one year after pregnancy, and children under age 3. The program could fund up to 10 county-based consortia, with each grant paid over four years and Congress authorized $100,000,000 for FY2027–FY2030. Grants would pay for direct cash help, housing and cooling (AC, weatherization, filtration), evacuation and transport, mental health and perinatal supports, hiring and training perinatal health workers, and local data collection at the census-tract level. CDC would also publish a plan within 18 months to map high-risk areas; you would get help only if your county is served by a selected grantee.
Training for health schools on climate
If enacted, HHS would fund accredited health profession schools to add curriculum on climate-related risks to pregnant and postpartum people and infants. The program would focus on risk identification, counseling, mitigation strategies, culturally appropriate care, and training to address bias. Congress may provide $5,000,000 for FY2027–FY2030, and grantees must report annually and the Secretary must report to Congress within six years.
Research group on birth and climate
If enacted, the NIH Director would create a Consortium on Birth and Climate Change Research within one year to coordinate NIH research, set priorities on disparities, identify data gaps, and publish annual reports. The bill would also define maternal mortality as deaths during pregnancy or within one year after pregnancy, explicitly including suicide, overdose, and deaths tied to pregnancy-related mental health or substance use disorders.
