Safe Tracks Act

Sponsored By: Representative Gillen, Laura [D-NY-4]

Introduced

Summary

Extend Subpart H safety rules to centralized dispatch and control boards. This bill would require the Secretary of Transportation to amend 49 C.F.R. §236.911 within 30 days after enactment so that the requirements in Subpart H of part 236 apply to existing and any future deployments of centralized computer-aided train-dispatching systems and centralized traffic control boards. The change would bring the safety and oversight standards already in Subpart H to centralized systems and boards that manage rail traffic.

Safer rules for rail dispatch systems

This bill would require the Secretary of Transportation to amend 49 C.F.R. §236.911 within 30 days of enactment. The change would make the safety and oversight rules in Subpart H apply to existing and any future centralized computer-aided train-dispatching systems. It would also apply those rules to centralized traffic control boards. Rail carriers and operators of those systems would need to follow Subpart H oversight rules to help improve safety for passengers and nearby communities. The bill does not provide extra funding and sets only the 30-day deadline for the regulatory change.
