Grants and loans for fertilizer makers
This bill would direct USDA to run a program of grants and direct or guaranteed loans to expand U.S. fertilizer and nutrient‑alternative manufacturing, processing, storage, and distribution. Grants would be capped at $100,000,000 each and recipients would need to match each grant dollar with a non‑Federal dollar (1:1 match). Loans would generally follow USDA Business and Industry loan terms, and awards could run up to five years. Applicants must meet eligibility rules, including a market‑share cap, and recipients must repay funds if, within 10 years after project completion, the facility is sold to a firm with a very large market share. The Secretary could use Commodity Credit Corporation funds and must coordinate with other agencies; permitted uses include building or buying facilities, equipment, storage, workforce training, emissions or efficiency upgrades, and related predevelopment and compliance costs.
