- Students, faculty, and staff would get faster access to lifesaving medication because kits must be placed in classrooms, libraries, laboratories, dormitories (including dining facilities), and other instructional or housing spaces.
- Campus health centers and campus emergency medical services would register kit locations and keep a list of where kits are placed so responders and the campus community can find them.
- Institutions would have to replace used or expired kits and, where feasible, place kits near automated external defibrillators. The bill also requires kits to be carried on the person of emergency medical services personnel, as applicable.
- Kits must be labeled "OVERDOSE RESCUE KIT--NALOXONE NASAL SPRAY" or use HHS-approved language and include NARCAN, naloxone, or another Food and Drug Administration approved opioid reversal medication.

Naloxone kits for public campuses
If enacted, the bill would require public colleges that receive Higher Education Act funds to make opioid overdose rescue kits available no later than one year after enactment. Kits would be placed in every classroom, library, laboratory, dormitory (including dining), and other campus buildings used for instruction, research, or housing. Where feasible, kits would be located near public automated external defibrillators and campus EMS staff would carry kits. Each kit location would be registered with the campus health center or campus emergency medical services. Institutions would replace used or expired kits, publish a list of kit locations, and provide training on kit use and location during each student orientation. The bill would define kits to be labeled "Overdose Rescue Kit--Naloxone Nasal Spray" (or HHS-approved language) and to include Narcan, naloxone, or another FDA-approved opioid-reversal medication. The Higher Education Act section 102 definition would determine which schools are covered.
