Consumer price reports for major rules
This bill would require each federal agency to publish a Consumer Price Information Statement for every "major rule" when it is proposed. Each statement would be published in the Federal Register and posted on the issuing agency's website at the time the proposed rule is published. The statement would explain likely price impacts for energy (electricity, gasoline, and natural gas), food and groceries, housing and utilities, transportation, and health care and insurance. It would identify groups more sensitive to price changes, including low-income households, seniors, and rural communities, and describe any regional variation. Each statement would also summarize the key assumptions and methods used to prepare the analysis. The requirement would begin 60 days after enactment and would not authorize new appropriations; agencies must use funds already available.
