More loan help for rural shelters
If enacted, animal shelters in rural areas would be treated as essential community facilities for USDA Rural Development's essential community facilities loan and grant programs. This would let shelters be considered for direct loans and grants, including nonprofit and small business-run shelters. The bill does not set new funding amounts or create a new program. The change would take effect 180 days after enactment.
