Cost Estimate Clarity Act

Sponsored By: Representative Cline, Ben [R-VA-6]

Introduced

Summary

Baseline-assumption transparency. This bill would require budget offices to explain how baseline choices change cost estimates and to quantify differences when practicable.

Show full summary
  • Budget officials. The Office of Management and Budget and the Congressional Budget Office would have to include a baseline-effects description in written cost estimates. That description must, to the greatest extent practicable, show a quantitative difference, identify which assumption caused it, and explain affected programs or provisions.
  • Lawmakers and staff. Reports would give clearer information on when baseline choices make proposals look cheaper or cost-free, helping members see how assumptions affect projected spending.
  • Public and analysts. The change makes it easier to spot cases where a baseline assumes continuation or extension of a program or payment rate and where that assumption lowers reported budget costs.
