Show full summary
  • Families and drivers: Lower pump prices for gasoline purchases through December 31, 2026, with a congressional policy that consumers should immediately receive the tax-cut benefit.
  • Highway and cleanup programs: The bill would direct transfers from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund equal to the lost excise tax credits.
  • Fuel industry and Treasury: It requires producers and dealers to adjust prices so consumers see the reduction and authorizes the Secretary of the Treasury to use available authorities to ensure the benefit is passed through.

*It would be financed by general fund transfers to the Highway Trust Fund and Leaking Underground Storage Tank Trust Fund, an arrangement described in the text as revenue-neutral for those trust funds.*

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Replace lost highway and cleanup funds

If enacted, the bill would require the Treasury to transfer money from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund. Each transfer would equal the lost receipts that would have been credited to that Trust Fund because of the temporary gas tax suspension. Transfers would be made by the Secretary of the Treasury (or the Secretary's delegate) and would be treated as if they were the corresponding gas taxes for accounting purposes. These transfers would run for the same period the tax cut applies, through January 1, 2027.

Temporary gas tax cut for drivers

If enacted, the bill would set the federal gasoline excise tax rate to zero on fuel removed, entered, or sold from the date it becomes law until January 1, 2027. It would also exclude the Leaking Underground Storage Tank (LUST) financing charge from applying to that fuel during the same period. The bill would tell fuel producers and dealers to lower prices to reflect the tax cut. The Treasury Secretary would be authorized to use available powers to try to ensure consumers receive the price reduction.
