TSA Commuting Fairness Act
Sponsored By: Representative Kennedy, Timothy M. [D-NY-26]
Passed House
Summary
Treating TSA employees' commuting time as on-duty hours is the bill's central question. It would require the Transportation Security Administration to produce, within 270 days, a feasibility study on counting travel between regular duty locations and airport parking lots or bus and transit stops at small, medium, and large hub airports. The study must measure those travel times, estimate average commuting time, evaluate benefits for employees and the agency, estimate costs including possible retirement pay crediting, and assess mobile-location and other reporting methods.
