Public list of Chinese mining actors
If enacted, the Secretary of State would publish a public, unclassified list at least once each year for five years starting on the date of enactment. Each list would name PRC-origin entities the Secretary reasonably assesses are mining critical minerals, gold, or iron in specified African countries and that are using forced labor or causing environmental harm to a protected area. Each annual list would also identify the specific mine, mining zone, or concession. The Secretary would use open-source research and information from U.S. embassies and would consult other U.S. agencies and foreign counterparts. Each list would be posted online and given to Congress in unclassified form, with a classified annex for Congress if warranted.
