Stronger training for immigration officers
If enacted, the bill would require DHS to make a scenario-based training curriculum within 90 days. The curriculum would cover nine topics, including community-police relations, officer safety and resilience, situational awareness, physical and emotional responses to stress, decision making, de-escalation, use of force, and crisis intervention. DHS would consult with law enforcement groups, community organizations, and defense agencies, and would develop a yearly certification for officers who finish the curriculum. Not later than 180 days after enactment, DHS would report to Congress on benefits, barriers, and ways to improve access. The bill would also require that, before doing immigration enforcement duties, officers finish at least 67 days of pre-duty training; this requirement would take effect upon enactment.
