MISSION Rx Act
Sponsored By: Representative Vindman, Eugene Simon [D-VA-7]
Introduced
Summary
The MISSION Rx Act would cap out-of-pocket costs for certain high-price drugs to Medicare Part D cost-sharing levels, so TRICARE enrollees and many veterans pay no more than Medicare patients for those negotiated drugs.
Show full summary
- Servicemembers and families: TRICARE cost-sharing for a "selected drug" covered by the Drug Price Negotiation Program (DPNP) would not exceed that drug's Medicare Part D cost-sharing in the relevant year.
- Veterans: VA copayments for a selected drug would be capped at the same Medicare Part D cost-sharing for that drug.
- Federal purchasing and contracts: Master agreements used by the Department of Defense and other agencies would have to set prices at or below the DPNP "maximum fair price" for selected drugs and would apply to agreements in effect on enactment and to future agreements. If the DPNP ends, those agreements would be adjusted to reflect prior-law maximums and the bill updates Social Security Act cross-references to keep the rules consistent.

Lower drug costs for VA and TRICARE
If enacted, this bill would cap prices and patient cost-sharing for certain drugs chosen under the federal Drug Price Negotiation Program. While a drug is a "selected drug" under that program, VA copayments and TRICARE cost-sharing would not exceed the Medicare Part D cost-sharing amount for that drug in that year. The bill would also bar VA master procurement agreements from setting a maximum price above the program's "maximum fair price" while the drug is covered. If the negotiation program ends, affected agreements would be adjusted to reflect the prior law price maximums. These changes would take effect upon enactment.
