Introduced

Summary

Temporarily bans exports of crude oil, gasoline, and diesel. • U.S. oil and fuel exporters would be barred from shipping crude oil, gasoline, and diesel abroad during the covered period.
  • The President would gain a waiver power to allow specific crude exports if the President determines the crude cannot be efficiently refined in the United States. A granted waiver would require a license and that the exported crude be refined abroad and then imported back into the United States.
  • The rule links exports to U.S. refining capacity and would prioritize domestic refining by only allowing exports when U.S. refiners are judged unable to process the crude efficiently.

Ban on oil, gasoline, and diesel exports

This bill would ban exports of crude oil, gasoline, and diesel starting on the law's enactment date. The ban would stay in place until the President both declares that military operations against Iran that began in March 2026 have ceased and certifies to Congress that the Strait of Hormuz is fully open and global shipping has resumed. The ban would apply despite any other law. The President could waive the crude-oil ban only if he determines the crude cannot be efficiently refined in the United States. Any such waiver would require an export license and would require the exported crude to be refined abroad and then imported back. The President could not waive the gasoline or diesel ban.
