New transit harassment reporting in cities

This bill would require transit agencies that get federal 5307 aid and serve urban areas of 200,000+ people to set up a street-harassment data program. Agencies would need accessible online and in-person reporting, multilingual outreach, and protocols to respond to reports. They would record incident details like frequency, type, location, time, and whether it was verbal, physical, or sexual. Agencies would collect demographic and perceived-basis information (race, ethnicity, religion, age, disability, income, primary language, sex, sexual orientation) and publish anonymized data on a public website promptly. Any street-harassment data collected would also be reported to the National Transit Database. The bill would define "street harassment" as words, gestures, or actions in public directed at someone because of an actual or perceived personal characteristic and experienced as intimidating or threatening.
