Pensions for Retired Uniformed Servicemembers Act

Sponsored By: Representative Raskin, Jamie [D-MD-8]

Introduced

Summary

Expands the Military Retirement Fund so retired pay is paid to members of all uniformed services, including the NOAA Commissioned Officer Corps and the Public Health Service Commissioned Corps. It also redraws which departments contribute to and run retirement accounts so the Fund covers those new corps and their liabilities across Defense, Homeland Security, Commerce, and Health and Human Services.

Show full summary
  • NOAA and Public Health Service retirees: Their retirement pay is moved into newly created, department-specific accounts inside the Military Retirement Fund. That makes them official participants in the Fund's payment and accounting system.
  • Departments and budgets: The Departments of Defense, Homeland Security, Commerce, and Health and Human Services will make contributions and administer accounts for their uniformed personnel. NOAA and PHS unfunded liabilities are added to the Fund's amortization and liability tracking.
  • Survivors and benefit rules: Language in survivor and family protection plans is changed from "armed forces" to "uniformed services", applying the same retirement and survivor rules to the newly included corps.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

More pension coverage for NOAA and PHS

If enacted, this would make commissioned officers of the NOAA Corps and the Public Health Service eligible for retired pay through the Military Retirement Fund. Survivors of those members would also be covered under the same survivor benefit rules as other uniformed services. The bill would also create separate retirement-pay accounts to track NOAA and Public Health Service pensions. These changes would take effect upon enactment.

Departments update pension payment duties

If enacted, this would change which departmental Secretaries and agencies deposit and manage retirement-pay money. The Departments of Commerce and Health and Human Services would be added where needed, and wording would use 'uniformed services' instead of 'armed forces' for payment routing. The changes would affect payroll and finance offices and how payments are routed, but would not itself change pension formulas or benefit amounts. These changes would take effect upon enactment.

Actuaries set NOAA and Public Health liability

If enacted, the Board of Actuaries would calculate the present value of future benefits tied to NOAA and Public Health Service service performed before the determination date. The Board must finish that work by January 1, 2027 and would call the result the original unfunded liability. The Board would set an amortization schedule and departments would make contributions to liquidate that liability under existing rules. This affects departmental contribution plans and long-term federal budgets, not immediate benefit amounts.
