New federal Philadelphia Campaign commission

If enacted, the bill would create a Philadelphia Campaign Two Hundred and Fiftieth Commemoration Commission. The commission would plan, coordinate, and recommend federal activities to observe the 1777–1778 Philadelphia Campaign. It would have 14 voting members, including the Librarian of Congress and the Chief Operating Officer of the Museum of the American Revolution, plus 12 appointed qualified citizens chosen by the President, congressional leaders, and by recommendation of the Pennsylvania Governor. Members would serve without pay but could receive travel expenses and per diem. The commission could hire a Director and staff outside Title 5 competitive service and GS pay rules. It could enter contracts, accept donations, and get reimbursable administrative help from GSA; the Museum of the American Revolution could provide office space and host a voluntary registry. The commission would consult named historical organizations and must report to Congress at 6 months, 1 year, and submit a final report by September 30, 2028. The commission would terminate 120 days after the final report. The bill would authorize $2,500,000 for fiscal year 2027 and $2,500,000 for fiscal year 2028, to remain available until expended (total $5 million).
