Show full summary
  • Drivers and households: Fuel removed, entered, or sold during the suspension would face a zero federal excise rate under the specified code sections for the applicable period.
  • Fuel producers and retailers: The Leaking Underground Storage Tank Trust Fund financing rate would not apply to fuel covered by the zero rate, changing which per‑gallon charges apply on affected sales.
  • Highway Trust Fund and Leaking Underground Storage Tank Trust Fund: The Treasury must transfer amounts from the general fund to each Trust Fund equal to the reductions in amounts that would otherwise be credited to them.
  • Implementation and timing: The suspension initially lasts 90 days, the President may extend it to 215 days, or may direct a phased reimplementation through incremental restoration of the excise rates.

Restore highway and tank funds

This bill would require the Treasury to transfer money from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund equal to the receipts those Trust Funds lose because of the temporary fuel tax suspension. The transfers would be made as the losses occur, starting on enactment, and would be treated for accounting purposes as if they were the excise taxes they replace. The bill does not set specific dollar amounts. These transfers would apply only for the suspension period that ends on the bill's applicable date.

Temporary gas tax suspension for drivers

This bill would set certain federal excise tax rates on taxable fuels to zero for fuel removed, entered, or sold from the date of enactment until the bill's "applicable date." The suspension would last 90 days by default. The President could extend the suspension to 215 days in the President's sole discretion or provide a phased-in reimplementation beginning after 90 days. The Leaking Underground Storage Tank financing rate would not apply to fuel while the suspension is in effect.
