Immediate congressional access to detention
If enacted, Members of Congress would be allowed immediate, unimpeded access to any DHS-operated or DHS-contracted facility used to detain or house noncitizens for congressional oversight. DHS would require contractors and their staff to follow the access rule and to certify during contracting that personnel are trained. If the DHS inspector general finds a contractor did not comply, the Secretary would have to cancel the contract. The bill would also say Members do not have to give prior notice before entering for oversight.
