Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Tax credit for veteran renewable hires

This bill would add a new Work Opportunity Tax Credit for employers who hire certain veterans for renewable-energy work. The hired veteran must be certified by the local designated agency as a "specified veteran." Certification can come from one of three routes: (1) a Department of Defense credential or military skill in renewable energy or in advanced manufacturing, machinist or welding, or engineering; (2) a vocational degree in a renewable energy field completed within one year before the hire date; or (3) a LEED certification from the U.S. Green Building Council. Qualified wages would include only wages for services actually performed in renewable energy work. The law would define renewable energy to include the Sun, wind, moving water, organic plant and waste material, and the Earth's heat. The rule would apply to people who begin work after December 31, 2025.

Payments to U.S. possessions

This bill would require the Treasury to pay U.S. possessions amounts equal to the loss they suffer from the new hire tax credit. For mirror-code possessions, Treasury payments would equal the loss as reported by the possession government. For non-mirror-code possessions, Treasury would pay the estimated loss only if the possession implements an income tax benefit substantially equivalent to the new credit. The provision would reduce a taxpayer's federal credit by any like credit or tax benefit allowed to that taxpayer by the possession. The bill names American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands as possessions. The rules would apply to hires who begin work after December 31, 2025.
