Sponsored By: Representative Valadao, David G. [R-CA-22]

Show full summary
- Families and parents: New parents could claim a $2,000 credit for each qualifying child. They could ask for an advance payment as early as six weeks after SSA gets the child’s information.
- Taxpayers and tax filing: The credit amount would be reduced by $50 for every $1,000 of modified adjusted gross income over the statutory threshold. The credit for each child cannot exceed 20 percent of a taxpayer’s earned income and taxpayers may elect to use the prior year for eligibility.
- Administration and agencies: The Social Security Administration would collect parents’ names, Social Security numbers, direct deposit choices, and estimated income data. SSA must transmit that information to the Treasury within 45 days after issuing the child’s Social Security number, and the IRS would provide plain language guidance and an online portal for elections.

Newborn tax credit and advance payments
This bill would create a newborn tax credit of $2,000 for each qualifying child born in your taxable year. Each child's credit could not exceed 20% of your earned income for the chosen year and is reduced by $50 for every $1,000 your MAGI is over the statutory phaseout threshold. You could choose the birth year or the preceding year to compute the credit. You could elect an advance equal to the credit, and Treasury must pay it within six weeks after SSA sends child data. If advances exceed your final credit, your tax would be increased by the excess. SSA would collect parents' names, SSNs, payment method, bank info, and any income estimates when issuing the child's SSN and send that data to Treasury within 45 days. The $2,000 amount would be adjusted for inflation for tax years after 2026, and the IRS must provide plain-language guidance and an online portal for elections.
