New rules for foreign-aligned lobbying
This bill would expand who counts as a "foreign principal" under the foreign agents law. It would cover U.S.-organized groups whose lobbying or stated mission partly advances a foreign country's political or economic interests when objective indicia show that country is the main beneficiary. Indicia listed include repeated advocacy matching a foreign government's diplomatic goals, coordination with foreign officials or foreign-funded institutions, material support or direction from persons in the foreign country, or using a foreign nation's name in the activity title. The Attorney General would have to issue public guidance within 180 days after enactment. Any U.S. citizen would be able to file a complaint with the Department of Justice asking for an investigation. If enacted, this could increase public transparency but also raise compliance and legal risk for affected U.S. groups.
