More maternal mental health help

This bill would create a Maternal Mental Health Equity Grant Program at HHS. The program would get $25 million each year for FY2027–FY2031. Grants would fund screenings, counseling, addiction-treatment referrals, hotlines, group prenatal/postpartum care, suicide prevention, provider training, and related coordination. Community groups, clinics, states, tribes, and freestanding birth centers could apply. The Secretary would prioritize applicants serving areas with high maternal death or severe maternal morbidity and Health Professional Shortage Areas. Recipients would report annually and HHS would give Congress a program evaluation by the end of fiscal year 2030. The bill defines postpartum as the one-year period after pregnancy.

Train more maternal mental health providers

This bill would create Maternal Mental and Behavioral Health Care Workforce Grants. The program would get $15 million each year for FY2027–FY2031. Grants (for up to five years) would help start or expand schools and training, add scholarships, and increase enrollment capacity for providers who treat maternal mental health and substance use disorders. The Secretary would prioritize programs that recruit racial and ethnic minority students and students likely to practice in Health Professional Shortage Areas and would require curriculum on implicit bias and racism. Recipients must report annually and HHS must publish a program evaluation within four years of enactment.
