FORTIFY Act

Sponsored By: Representative Johnson, Julie [D-TX-32]

Introduced

Summary

Lets Estonia, Latvia, and Lithuania transfer U.S. defense equipment and services to each other without prior Presidential consent. This bill would create rules for intra‑Baltic sharing of U.S. defense articles and services and require a common mechanism for sharing ammunition to support training and operations.

Show full summary
  • Baltic forces: Baltic militaries would be able to retransfer U.S.-origin defense articles and services among the three countries without seeking U.S. approval. This enables faster sharing of equipment and ammunition for training and missions.
  • U.S. Defense Department role: The Secretary of Defense would establish a common coalition key for the Baltic states to share ammunition across compatible systems for training and operational use.
  • Regional deterrence: The measure frames easier equipment and ammo sharing as a way to strengthen deterrence against Russia by making Baltic forces more able to operate together and present a unified capability, described in the bill as achievable "at no additional cost."

Easier defense sharing among Baltics

If enacted, the bill would let Estonia, Latvia, and Lithuania send U.S. defense articles and services to each other without prior Presidential consent. It would require the United States to modify any existing agreements to remove that consent rule for transfers among the three countries. The Secretary of Defense would establish a shared coalition key so the Baltic states can share ammunition for training and operations. The bill uses the Arms Export Control Act definitions of "defense article" and "defense service" and would take effect upon enactment.
