New limits on federal research collaborations
This bill would bar federal research funds from supporting collaborations with entities on many U.S. government restricted lists. It would also bar collaborations with individuals associated with those entities. The rule would cover anyone participating in, receiving, or doing work under a federally funded research award. It would define research collaboration broadly, including joint projects, co‑authorship, data sharing, material transfers, shared labs, and visiting scholars. OSTP would write government‑wide guidance, and agencies could grant case‑by‑case waivers. Agencies would have to report any waiver to Congress within 30 days with the identity, justification, and mitigation steps. If enacted, researchers and institutions could face more compliance work and some projects or visits could be limited.
