No Taxpayer-Funded Settlement Slush Funds Act of 2026
Sponsored By: Representative Raskin, Jamie [D-MD-8]
Introduced
Summary
Prevent taxpayer-funded settlement payouts to senior officials and related entities. This bill would bar federal funds from creating or paying into compensation funds tied to a named IRS case and would prohibit settlements or awards to the President, Vice President, their close relatives, presidentially-owned entities, cabinet members, senior White House staff paid at or above GS-15, political appointees, and recent former holders of those positions. It would also block payments tied to the January 6, 2021 attack, foreign interference in the 2016 election, or claims duplicative of suits dismissed with prejudice.

- Affected people and entities: Would bar payments or awards to listed officials, their immediate family, presidentially-owned entities as defined by ownership thresholds, and political appointees. These restrictions would apply to settlements or awards made on or after January 20, 2025.
- Treasury reporting and payment pauses: Would require Treasury to report within 30 days after any payment over $100,000, demand prior notice for payments over $250,000 that are based on imminent litigation, and impose a 120-day pause after that notice.
- Enforcement and funding limits: Would let the Attorney General sue for injunctions and repayment for violations, prohibit using the Judgment Fund to back prohibited compensation funds, and allow Congress to appropriate funds on an individual claim basis.

Bill Overview
Analyzed Economic Effects
3 provisions identified: 0 benefits, 1 costs, 2 mixed.
Ban settlements to top officials
This bill would bar the government from paying a compromise settlement or award to the President, Vice President, certain close family, presidentially-owned businesses, Cabinet members, Executive Office employees paid at GS-15 or higher, political appointees, or anyone who served in those roles during the appointing President's term. The ban would apply to settlements or awards made on or after January 20, 2025. It would also bar payments for claims tied to the January 6, 2021 attack, certain 2016 foreign election interference, or claims that repeat a case dismissed with prejudice. The bill would define "presidentially-owned entity" with ownership thresholds and exclusions, and it would let the Attorney General sue to stop prohibited payments and seek repayment.
More notice and delay for big settlements
This bill would require the Treasury to report any settlement or award payment over $100,000 within 30 days to the House and Senate Judiciary Committee leaders. The report would include the recipient, type of judgment, the lawyers, the agencies and officials who approved it, and a brief facts summary. The Treasury would also have to notify those committees before any payment over $250,000 or any payment made because of imminent litigation, and then the payment could not be made for 120 days after the notice is received. These rules would apply to settlements or awards made on or after January 20, 2025.
Stop Treasury funds for Trump settlement
This bill would prohibit the Secretary of the Treasury from creating or approving payments to any compensation fund tied to a settlement with the President and would bar use of Federal funds to create or pay the compensation fund from the May 18, 2026 Trump v. IRS settlement. The prohibition would apply when a payment would violate the other payment bans or when funded by the Judgment Fund, and it would take effect on enactment. The bill would still allow Congress to pass a separate appropriation for an individual claim to permit a payment that would otherwise be prohibited.
