Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Block ESA exemption for Gulf oil

If enacted, the bill would cancel the Endangered Species Committee decision issued March 31, 2026 and say it has no force or effect. It would bar federal funds from being used to implement, enforce, or administer that decision. The bill would also stop the committee from issuing any ESA exemption for Gulf of America oil and gas activities for three years starting on enactment. Finally, it would keep the Endangered Species Act requirements that were in effect on March 30, 2026 in force for those Gulf activities.

Which agencies and terms apply

If enacted, the bill would define key terms used in this section. "Covered agencies" would mean the Office of the Secretary of the Department of the Interior; Department of the Army; Environmental Protection Agency; Department of Agriculture; Council of Economic Advisers of the Executive Office of the President; and Department of Commerce. It would define the Endangered Species Committee by reference to section 7(e)(1) of the ESA. It would also define "Gulf of America Oil and Gas Activities" and the "Notice" as the Notice at 91 Fed. Reg. 16966 (April 3, 2026).
