Federal Biotechnology Workforce Assessment Act

Sponsored By: Representative Khanna, Ro [D-CA-17]

Introduced

Summary

government-wide biotechnology workforce inventory. This bill would require the Director of the Office of Personnel Management (OPM) to work with selected federal agencies to identify, count, and forecast biotechnology positions, spot skills and clearance gaps, and propose solutions. OPM would compile agency findings and send a report to the named congressional committees within 180 days.

  • Federal agencies: Agencies must list their biotechnology positions, say how many are filled now, and estimate needs over 5- and 10-year horizons. They must report total security clearances needed and whether current funding will cover those clearances.
  • Federal employees: Each identified position must include required seniority, education, credentials, training, and clearance level. The assessment must evaluate whether current staff can meet needs with extra training, by detailling employees between agencies, or if new occupational series or codes are justified.
  • Outside experts and hiring options: The bill looks for ways to tap outside biotech expertise through prequalified pools and public-private talent exchanges that allow temporary moves between government and non-government organizations.
