Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

NIST biometrology program and funding

This bill would direct the Commerce Secretary, acting through the NIST Director, to set up a Biometrology Laboratory Program to improve measurement science for engineering biology and biomanufacturing. It would authorize up to $55 million for FY2026, $60 million for FY2027, $70 million for FY2028, $78 million for FY2029, and $85 million for FY2030. The bill would let NIST give industry, colleges, nonprofits, and federal, state, and tribal agencies access to NIST user facilities, fund extramural research, coordinate standards work, and support workforce training. The authorization would not itself appropriate money; actual funding would depend on future congressional appropriations, and NIST must publish an implementation plan by the end of the first fiscal year after enactment and a public implementation report within three years.

Repeal of an R&D program provision

This bill would repeal section 10221 of the Research and Development, Competition, and Innovation Act and remove that item from the Act's table of contents. Repealing that section would end whatever program or authority that section created or governed. The bill does not specify replacement funding or transition rules for entities affected by that repeal.
