Fund for Venezuelan democracy and rights

If enacted, the bill would create a Venezuela Restoration Fund in the U.S. Treasury. The fund would hold money and assets forfeited to the United States on or after enactment from people or entities who acted for or on behalf of Hugo Chávez or Nicolás Maduro. Amounts in the fund would be available to the Secretary of State without fiscal year limits and without needing later congressional appropriation. The Secretary of State would be able to use the money to strengthen Venezuela's democratic institutions; defend internationally recognized human rights, including documenting crimes against humanity; support independent media to broadcast and share information inside Venezuela; and fight corruption and improve transparency and accountability at governing institutions and state-owned companies. The fund could support governmental and nongovernmental groups and must be allocated to complement existing U.S. foreign policy and anti-corruption activities. The Treasury Secretary, in consultation with the Secretary of State, would report to four specified congressional committees within 1 year and then at least annually with an accounting of deposits and a summary of obligations and expenditures.
