New late contribution reporting for committees
This bill would require political committees (not party committees) to notify the Federal Election Commission in writing about any contribution of $1,000 or more received after the 20th day but more than 48 hours before an election. The rule would apply only when the committee makes a contribution, expenditure (including an independent expenditure), or an electioneering communication for or against a candidate or a political party committee in that same election. The FEC would have to write implementing regulations within 90 days of enactment. The reporting duty would apply to elections held after the 48-hour period starting on the date of enactment, even if the FEC has not finished its rules. This would increase disclosure for voters and impose recordkeeping and reporting costs on affected committees.
