Foreign Adversary Communications Transparency Act
Sponsored By: Representative Wittman, Robert J. [R-VA-1]
Passed House
Summary
Creates a public registry of foreign-linked FCC license holders that would require the Federal Communications Commission to publish and maintain a list of entities with reportable foreign equity or control. It would force the FCC to run a rulemaking to catch additional authorizations and to keep the list updated for oversight and public visibility.

Public list of foreign-owned FCC licensees
If enacted, the FCC would publish a public list of license holders tied to covered foreign owners or control. The first list would be online within 120 days after enactment and updated at least yearly. A national security agency’s control finding would be enough to list an entity, even without a reportable ownership stake. Within 18 months, the FCC would write rules to identify other authorization holders, then add them within one year after the rules. A covered entity would include governments and companies from countries named in 10 U.S.C. 4872(f)(2), and their subsidiaries. The FCC would collect needed ownership data without normal Paperwork Reduction Act limits. Companies on the list would face new reporting and public labeling, while the public would gain clearer information.
