Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

U.S. would back Taiwan at IMF

If enacted, the United States would not discourage Taiwan from seeking IMF membership. The U.S. IMF Governor would use the U.S. voice and vote to support Taiwan’s admission if Taiwan seeks it. The Governor would also back regular IMF economic reviews of Taiwan (Article IV), jobs at the IMF for Taiwan nationals under normal member-country standards, and access to IMF training and technical help. This direction would start at enactment and end if Taiwan is admitted or after 10 years, whichever comes first.

Treasury waivers and yearly Taiwan reports

If enacted, the Treasury Secretary would be able to waive these support rules for up to one year at a time. The Secretary would have to report to Congress that a waiver would substantially promote Taiwan’s meaningful participation at international financial institutions named in existing law. The waiver power would end if the IMF approves Taiwan’s membership or after 10 years, whichever comes first. In addition, in each of the next seven years when required to testify under existing law, the Secretary would describe U.S. efforts to maximize Taiwan’s participation at those institutions.
