Limits on Large Settlements for Officials

This bill would bar the government from obligating $50,000 or more under any settlement with a defined "covered person," including amounts available under 31 U.S.C. 1304. Covered persons would include the President, Vice President, cabinet officials, their parents, spouses, children and spouses of children, political appointees, and anyone convicted of a January 6, 2021 Capitol-related crime. The Attorney General would have to give Congress a report at least 90 days before any scheduled $50,000+ obligation listing every payee and amount, the legal justification, and a DOJ Inspector General certification that the settlement is lawful and follows DOJ ethics. The bill would also expressly prohibit any obligation under the specific settlement in Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D. Fla.).
