The Assistant Secretary would seek public comment, send the Plan to Congress, and post it on the NTIA website. After WRC‑27 (Oct 11–Nov 12, 2027), the Assistant Secretary would report to Congress within 90 days on Plan implementation. The report would be unclassified but could include a classified annex.
